Raw-audio is a headerless PCM sound file: nothing but the digital samples themselves, with no metadata, no compression, and no marker identifying where the audio begins. A WAV file is essentially the same data with a short descriptive header attached. Raw-audio appears most often as the output of audio hardware, DSP pipelines, and telephony systems, and as the intermediate stage between processing steps.

 

How to open a raw-audio file?

Import it into Audacity using File → Import → Raw Data. You will be asked for the encoding, byte order, channel count, and sample rate, since the file itself does not record them.

 

Common defaults are 16-bit signed PCM at 44,100 Hz or 48,000 Hz; telephony recordings are frequently 8-bit at 8,000 Hz. FFmpeg and SoX can play and convert raw-audio from the command line once you supply the same parameters. Save the result as WAV or MP3 so the settings travel with the file from then on.
