An HTM file is a web page written in HyperText Markup Language — exactly the same thing as an .html file. The shorter extension is a leftover from early Windows and DOS systems, which limited file extensions to three characters, and many older web servers and authoring tools kept the habit. There is no difference at all in the content: browsers treat .htm and .html identically.
How to open an HTM file?

It holds far more than plain text: paragraph and character styles, headings, tables, images, headers and footers, footnotes, comments, and tracked changes all live inside the same file. Modern Word documents are Office Open XML packages, an open published standard, which is why so many non-Microsoft programs can read them.
